Exposure draft Sydney Harbour Federation Trust Amendment Bill 2020

We are proposing amendments to the Sydney Harbour Federation Trust Act 2001 (the Act) to implement recommendations of the independent review of the Sydney Harbour Federation Trust.

Summary of the changes

The amendments will:

  • enable the Harbour Trust to operate as an ongoing entity
  • revise the eligibility criteria for appointment to the Harbour Trust to reflect the skills and expertise required for the future
  • update the threshold for Ministerial approval of contracts to enable routine operational business
  • update long-term lease and licence provisions to balance flexibility for long-term arrangements, but maintain strong controls over inappropriate alienation of Trust lands, consistent with the Act's objectives of public access and amenity.
