We are reviewing the:

  • Australian Packaging Covenant
  • National Environment Protection (Used Packaging Materials) Measure 2011 (NEPM)

The Covenant is an agreement to reduce the environmental impacts of packaging. It’s between Australian, state, territory and local governments, and organisations in the packaging supply chain.

The NEPM is Commonwealth legislation implemented and enforced by states and territories. It supports and complements the voluntary strategies in the Covenant.

The Covenant and NEPM form a co-regulatory arrangement. Under it, producers, consumers and all levels of government share the responsibility for managing the impacts of packaging and products from design to end-of-life. This benefits both our community and environment.

Objectives

Our review will:

  • evaluate how well the NEPM and Covenant are achieving their environmental protection goals
  • cover administrative, policy and legislative issues around the application, effectiveness and efficiency of the arrangement.

Consultation extended - provide your feedback by 12 March 2021.

What happens next

We will carefully consider your feedback. Your response will inform the final review report to improve the NEPM and Covenant.

We will publish the final report in 2021.
